Chosen SDG already pointed to “targets.” These “targets” are things to consider as blueprints for policies.  Be precise. The policies must be focused enough so that they are realistically implementable. But, you do have “unlimited funds,” so that obstacle is removed artificially for the sake of completing the paper.
