Recovery: How could have recovery efforts been improved to save more lives?
Mitigation strategies are typically implemented following lessons learned from a tragic event or disaster.
In each of the three phases noted above (Preparedness, Response, and Recovery) include 1–2 paragraphs (use headings) explaining how mitigation could have better prepared first responders.
